MBSJ Finalising Budget for RM80 Million U-Turn Ramp to Ease LDP Congestion at Serdang Interchange

SUBANG JAYA: The Subang Jaya City Council (MBSJ) is finalising the budget to construct an RM80 million U-turn ramp along the Damansara-Puchong Highway (LDP) aimed at alleviating chronic congestion around the Serdang Interchange.

The proposed ramp will allow motorists travelling from Putrajaya to Puchong to bypass the Serdang Interchange entirely and turn directly onto Jalan Putra Permai.

Subang Jaya mayor Datuk Amirul Azizan Abd Rahim said the project consultant had presented the ramp design to MBSJ, and the design has already been approved by the Malaysian Highway Authority (LLM).

“We have reviewed the design, and we agree that it needs to be built. However, our Engineering Department is still finalising the project budget,” he said during a press conference after a full board meeting at MBSJ headquarters in USJ5.

Amirul Azizan said the project is expected to take three years to complete, with costs to be shared between MBSJ and developers in the surrounding area.

“We are also finalising which developers will contribute to the project,” he said, though he did not specify when construction would begin.

A Growing Bottleneck

The Serdang Interchange, opened to the public in 1999, was originally designed to serve motorists travelling from the LDP to Seri Kembangan via Jalan Putra Permai. However, as development in the surrounding areas grew, traffic began building up significantly at the interchange.

During a StarMetro visit, congestion on Jalan Putra Permai was observed spilling over onto the interchange, causing a backlog on the LDP itself.

Seri Serdang assemblyman Abbas Salimi Che Adzmi@Azmi said two additional projects are being planned to further ease congestion at the interchange.

“The traffic congestion at Serdang Interchange and Jalan Putra Permai happens because there is only one main road servicing nearby townships,” he explained.

He noted that a developer was supposed to have built a missing link connecting Kota Perdana to Persiaran Desaminium 1 about 20 years ago, but failed to do so. Construction of the U-turn ramp, he said, is expected to begin early next year.

Abbas Salimi added that another project involving two flyovers along Jalan Putra Permai is also being planned to bypass traffic lights on that road. “Consultants are conducting studies on it. Construction is expected to start at the end of next year,” he said.

Residents Speak Out

Residents living in the surrounding areas described the interchange as a punishing daily bottleneck.

Mohd Sharom Ahmad, a resident of D’Alpinia, said traffic conditions at the Serdang Interchange had become a daily challenge, significantly affecting commute times.

“Many residents experience prolonged delays entering and exiting the interchange, and the congestion has gradually worsened due to increased traffic volume and ongoing developments in the area,” he said.

Baljeet Singh, a resident of 16 Sierra in Puchong South, said congestion becomes especially severe during morning and evening peak hours.

"Sometimes it takes about 40 minutes to reach Giant Seri Kembangan – a distance of just 3km. This is because motorists on Persiaran Alpina must merge with traffic from the LDP (Putrajaya-bound) before turning onto Jalan Putra Permai, making the interchange a bottleneck.

“We hope that once the ramp is completed, the route from Persiaran Alpina to Jalan Putra Permai can be reopened,” Baljeet added.
