Subang Jaya City Council (MBSJ) has not received any official application for the development reportedly planned near the Ayer Hitam Forest Reserve in Puchong, according to deputy mayor Mohd Zulkurnain Che Ali.
He said there were no records of any planning submissions for the project and declined to comment further without formal documents.
Mohd Zulkurnain noted that a developer may have acquired land close to the forest and might intend to build on the hillside, but the proposed site is on a Class 3 slope. Such areas require thorough assessments, including geotechnical studies, due to the steep terrain. Under the Housing and Local Government Ministry’s guidelines, slopes range from Class 1 (under 15°) to Class 4 (over 35°), with housing projects banned on Class 4 slopes.
He added that developing the area would be a lengthy process because it involves private land with challenging topography, and building homes there carries safety risks.
MBSJ Town Planning Department director Hazman Mohd Mahayudin said the project is likely still undergoing a social impact assessment and would later be reviewed by relevant authorities since it is located in an environmentally sensitive zone.
Both officials spoke during the launch of the Draft Subang Jaya Local Plan 2035 (Amendment 1) public participation programme at the USJ7 multipurpose hall.
Mohd Zulkurnain encouraged residents to contribute feedback to help shape the city’s growth over the next decade, aligning with the state’s participatory planning approach. The engagement period will last one month, after which state executive councillors Ng Suee Lim and Ng Sze Han will chair hearings on public objections.
Hazman added that MBSJ received 150 applications for land-use changes, with 85 shortlisted, mostly involving requests to convert institutional or residential land to commercial purposes.
All proposals will be evaluated based on traffic impact, social considerations, and the availability of public facilities.
The draft plan is available for public viewing until Dec 31 at several locations including MBSJ headquarters in USJ5, Kompleks 3K, the MBSJ Hypermedia Library, PlanMalaysia Selangor’s office, and the Petaling District and Land Office. The documents and online submission of objections are also available at www.mbsj.gov.my.
