Puchong Residents Protest Development Near Ayer Hitam Forest Reserve


Residents in Puchong are urging Kinrara assemblyman Ng Sze Han to clarify details surrounding a proposed mixed-use development located beside the Ayer Hitam Forest Reserve. The project involves approximately 68.411ha of land planned for both residential and commercial use.

More than 700 residents gathered at Taman Tasik Wawasan to protest, raising concerns about worsening traffic, environmental risks, and the loss of green spaces in an already congested area.

Pusat Bandar Puchong Residents Association deputy chairman Awies Ung said the project’s location—right next to the forest reserve—has alarmed communities in Bandar Kinrara, Bandar Puchong Jaya, Pusat Bandar Puchong (Taman Wawasan) and Bandar Puteri.

According to him, the project consultant contacted several residents’ associations on Nov 11 to conduct a Social Impact Assessment (SIA), but residents still have not received any clear explanation from authorities or their elected representative regarding the project’s full scope and impact.

Preliminary SIA documents showed the proposed site sits beside an Islamic burial ground, fronts SJK(C) Kheng Chee, and extends towards Sri Kesidang, Rimba Residence, and Puncak Kinrara B apartments.

The development reportedly consists of 16 plots, featuring multiple building blocks and 54 shop lots, along with 2,724 condominium units, including 1,091 Rumah SelangorKu affordable homes.
Buildings are expected to range from 3 to 17 storeys, with 8 to 24 units per floor. Based on population estimates for Mukim Petaling, the project could bring in over 10,000 new residents.

Bandar Puteri 9 Residents Association secretary Kathryn Wong recalled that a retaining wall near Puteri 9 collapsed in 2011, and worries that the new project—located beside the repaired area—may face similar issues. She said previous findings revealed underground water channels and rivers beneath the forest and proposed site, raising concerns about ground stability during large-scale construction.

Former Local Government Committee Chairman Ronnie Liu and former MBSJ councillor Awtar Singh were also present at the gathering.
Liu advised that strong support from the Kinrara assemblyman and the local MP would be necessary to push for the forest’s regazettement.

In a pre-event statement, Ng Sze Han said his office was aware of residents’ concerns in Taman Wawasan, Bandar Puteri, Bandar Kinrara and Bandar Puchong Jaya regarding the ongoing SIA for the parcel next to the Ayer Hitam Forest Reserve (Bukit Wawasan).

He clarified that the land under discussion is not part of the forest reserve, nor does it fall under the Selangor Forestry Department or Universiti Putra Malaysia’s SISFEC area, which covers 1,176ha.

Ng confirmed that MBSJ has not received any development application from the landowner. The SIA, he explained, is a preliminary step required before any plan can be submitted to the council.

He also instructed MBSJ that the earlier online Focus Group Discussion (FGD) could not be accepted as part of the official SIA. A physical FGD session must be held to ensure clear and transparent engagement with all affected parties, including regular hikers of Bukit Wawasan.

Ng encouraged residents to submit their objections and feedback directly to the landowner or consultant so that their input is formally included in the SIA report. He acknowledged the protest at Taman Wawasan and expressed hope that it would proceed smoothly.

Residents are now calling on MBSJ and state agencies to make all reports—SIA, Environmental Impact Assessment (EIA), and Traffic Impact Assessment (TIA)—public before any planning approval is considered. They say this is essential for transparency and accountability, given the project’s proximity to the forest reserve and the potential impact on the environment and traffic.
