Malaysia is prohibited for all type of gambling? Then what about Genting?

Due to this previous post (Online Gambling Centre Raided! - #3 by shaun1214) A question came up to my mind. If gambling is illegal in Malaysia (offline&online), Why Casinos like Genting can still operate?
