KLCC’s Mobilegrapher Problem: Balancing Enforcement and Tourist Experience

KLCC, a renowned Malaysian tourist destination, faces a surge in issues related to unauthorised photographers, dubbed “mobilegraphers,” who offer paid photography services using smartphone equipment and lighting gear. These impromptu photo sessions, while popular, have triggered complaints about scams and disruptions that impact visitors’ experiences. Prof Dr. Mohd Hafiz Hanafiah from Universiti Teknologi Mara suggests that while stricter enforcement is necessary, it should be conducted subtly to avoid an aggressive approach that could harm KLCC’s welcoming image.

To manage the problem effectively, Dr. Hafiz proposes a licensing program akin to New York’s Central Park system, aimed at regulating photography services and ensuring accountability. Enforcement, he argues, should target only those creating disturbances, employing plainclothes personnel to oversee compliance while fostering a tourist-friendly atmosphere.

Although some may find regulatory measures intrusive, Dr. Hafiz notes that a demand for such photography services does exist. Penalties or legal actions could act as deterrents for unlicensed operators, but any enforcement must be fair to prevent public pushback and protect local arts and tourism culture.

The negative impact on KLCC’s reputation can be significant when visitors are coerced or overcharged, with some being forced to pay hidden fees of up to RM30 per photo. Comparisons are drawn to other major attractions like Paris’s Eiffel Tower, where tourists often face similar tactics, resulting in unpleasant experiences that tarnish the location’s image.

To address these issues, Dr. Hafiz recommends implementing visitor education through visible signage that warns against scams and encourages vigilance. He also suggests that tourism police patrols and discreet surveillance would be useful, preventing unauthorised activities without making the environment feel over-policed.

KLCC management has already banned unauthorised photography services on its premises following visitor complaints and conflicts among photographers. Moving forward, strategic enforcement paired with public awareness could help KLCC maintain its reputation as a secure and enjoyable tourist destination.
